To remain compliant with FCC rules, licensees reconfiguring their 800 MHz system must file applications for system modifications with the Commission. In fact, two applications may be required for each incumbent licensee: one adding the appropriate replacement channel(s), and another dropping the former channel(s).
As an FCC-certified frequency advisory committee with over 50 years of experience with the FCC’s licensing processes,
EWA can ensure that your application will be prepared properly and sent electronically to the Commission for fast results.
In addition, EWA can verify the accuracy of your 800 MHz retuning applications before they are sent to the FCC, if you chose to allow Nextel or the Transition Administrator to complete your applications.
We would note that any work required to implement a retuning agreement should be reimbursable by Nextel and its Letter of Credit established to financially support the reconfiguration of the band.

To protect incumbent licensees during the 800 MHz reconfiguration, the FCC determined that replacement channels offered to incumbent licensees must provide these licensees with “comparable facilities” to existing
authorization(s).
Comparable facilities, according to the Commission, "provide the same level of service as the incumbent's existing facilities, with the transition to the new facilities as transparent as possible to the end user." To make a determination of whether you will obtain comparable facilities, you should consider equivalent channel capacity, signaling capacity, baud rate and access time, coextensive geographic coverage and operational costs.
EWA can, through our licensing database and service contour programs, determine whether the spectrum alternatives offered to you would provide comparable service contours. In addition,
EWA can determine for you whether the spectrum offering would require co-channel sharing with other licensees in your geographic area, and a general consideration for the nature of incumbent operations on these channels. These factors will assist you in determining whether the replacement channels you are offered meet the comparable facilities definition.

In some cases, you may deem it necessary to acquire the assistance of a local RF professional that can inventory your 800 MHz assets and document coverage characteristics prior to engaging in negotiations with Nextel.

The reconfiguration of the 800 MHz band requires thousands of licensees to relocate from the former General Category pool into other portions of the 800 MHz band. Thus, there could be significant system changes within your operating area that may affect your system operations due to either the co-location or relocation of transmitters.
EWA would like to assist you in the protection of your system investment during the 800 MHz reconfiguration process. As applications are filed with the FCC, our automated system can determine if an application to modify another system undergoing reconfiguration would encroach your current service area contour. The system immediately notifies
EWA of the overlap potential, and allows us to contact you in short order. This notification would permit you to analyze the change in your environment and take timely action, including disputing the replacement channel offered to the licensee that must be retuned.
